    The former Administration Building (651 Pine Street) and Jail Demolition & Redevelopment Project (ADR) in Contra Costa County has made history as the first government construction project worldwide to attain TRUE Precertification for construction sites. This landmark achievement underscores the County's and Design-Builder team's dedication to sustainable practices throughout the project's demolition and construction phases.  All About Waste was the TRUE Zero Waste consultant for the project, working in close partnership with Vanir Construction Managers, Perkins&Will Architects and Webcor Builders. 

    With a budget of $62 million, the ADR project encompasses the abatement and demolition of a 5-story office building constructed in the early 1950s, a 12-story office building from the late 1950s, and an original 1903 jail in downtown Martinez, CA.

    During the demolition phase, the County and Design-Builder implemented several waste reduction practices, including:

    • Reuse of furniture, office supplies, fire extinguishers, lights, and interior windows from the existing buildings in other County facilities and the contractor’s field trailers.

    • Pursuit of closed-loop lifecycle opportunities, such as reusing concrete for subbase.

    • Development and adoption of a Zero Waste Policy.

    • Promotion of waste reduction in operational areas, such as eliminating onsite printing in the jobsite trailer and making all construction documents available digitally.

    • Implementation of waste separation infrastructure, education programs, and partnerships with organizations like All About Waste and Vanir.

To maintain transparency and engagement, a project dashboard displaying diversion rates and other relevant data is prominently featured on the trailer's external wall.

During the construction phase, efforts to reuse materials will continue, including salvaging and repurposing existing marble and wood panels in the new building lobby and granite blocks in the plaza hardscape. Additionally, building materials with recycled content will be prioritized, and packaging will be reused or returned.
